Rigged Elections
Elections in Colorado
When Gov. James H. Peabody ran to serve a second term in 1904 he faced a formidable opponent, Democrat Alva Adams. Election-day results showed Adams had an apparent victory in the popular vote. He was inducted to that office. Former Gov. Peabody contested Adam's election victory before the Colorado General Assembly based on alleged voter fraud in Denver.
As expected, Democratic leaders countered with charges that Republicans were guilty of election fraud, including the forging of ballots and various conspiracies in different precincts with poll watchers and ballot box tampering. The investigating committee report, called the “Alexander report,” recommended that the election results be rescinded entirely because fraudulent election practices made it impossible to distinguish between legitimate and illegal votes.
Eventually, the state legislature was tasked with deciding the contested results and the Republicans in the majority prevailed by voting to unseat Governor Adams. Because of disagreements that developed between Governor Elect Peabody and some of the Republican leaders, Peabody was declared the winner but only upon the condition that he resign immediately after taking the oath of office. Thus making the Republican Lieutenant Governor, the Governor, Jesse F. McDonald.
As a result, Colorado now has the dubious distinction of being the only state in the union to have three
governors in one day.
Robert W. Speer, Denver's Greatest Mayor
Robert W. Speer began his political career as a board member of the Denver Police and Fire departments. This gave Speer the authority to oversee liquor licenses and fostered a following among Denver's underworld for Speer. Ed Chase who operated a bar and gambling hall soon became a great benefactor to Speer. The two became fast friends as each helped the other, financially and politically. Speer developed an eyes-closed policy to the gambling establishment, while Chase provided money and voters for Speer's Mayoral election. Together, the duo managed to manipulate political control of the city.
In 1904, Speer won the election to mayor in what many called the dirtiest, most fraudulent elections ever held in Denver. The Denver Times reported fictitious names gained from obituaries numbered in the thousands,(probably an exaggeration) as registered voters supporting Speer. It was a winning combination between Speer and Chase. Speer helped Chase protect his gambling enterprises, while Chase saw to it that voters cast their ballots for Speer.
On the other hand, Speer carried out a beautification program. Denver the mining camp became a busy city and commercial center with parks, an up-to-date zoo, and tree lined streets. Many streets were paved. Most of the improvements were attributed to Mayor Speer.
